Background
HIVSA is a South African non-profit organisation established in 2002 and specialises in designing, implementing, and monitoring Health and Community Systems Strengthening programmes in partnership with Community-Based Organisations (CBOs) and other stakeholders. HIVSA pursues its mission through direct service delivery, technical assistance, and capacity building. In the 21 years since its formation, HIVSA has secured notable achievements, including becoming a prime recipient of USAID funding since 2012.
Context and Scope
HIVSA notes that the non-governmental sector has become very competitive, with a heightened requirement for sound financial management, corporate governance and an effective sustainability and business development strategy. To respond to these challenges, HIVSA is seeking to appoint Non-Executive Directors with skill sets and experience in the following areas:
- Social and Behaviour Change Communication and/or Research
- Marketing and/ or Public Relations
- Fundraising and/or Business Development
Terms of Reference
1. Terms of Reference- Social Behaviour Change Communication (SBCC) and/ or Research
The Non-Executive Director will be appointed to provide strategic guidance and support for the organisation’s SBCC and the research thereof for competitive positioning within the sector. Research expertise in the social sciences generally or in the SBCC field specifically would be an added advantage.
2. Terms of Reference- Marketing and/ or Public Relations
The Non-Executive Director will be appointed to provide governance oversight and expertise related to marketing and or Public Relations to the organisation, assisting HIVSA to strategically position the organisation competitively through marketing and public relations interventions.
The NED is required to have extensive experience in the marketing and public relations sphere as well as networks and relationships to support the organisation’s marketing and public relations endeavours.
3. Terms of Reference- Business Development
The non-executive director will be appointed to provide governance oversight and expertise related to Business Development in the health and wellness sector. The individual is required to assist HIVSA in innovating and looking for breakthrough ideas to build a game-changing portfolio of new businesses (by identifying business weaknesses and challenges and determining relevant solutions). In addition, the role will include providing guidance on best practices for further developing current donor relationships to maximise the impact of their funding.
The candidate should have a proven track record in business innovation, entrepreneurship, and strategy development. Support should also be provided to the organisation’s efforts to build the right processes, structures and innovation ecosystems and relationships, essential for its business development strategy. This entails helping HIVSA to come up with its customised action plan to build new businesses.
The ideal Non-Executive Director must meet the following criteria:
- Previous board-level experience with specific experience in the NPO/ NPC environment.
- Open-mindedness and willingness to engage with a wide stakeholder group from diverse national, regional and professional backgrounds.
- Advising the CEO and the Board on the review, implementation and monitoring of the HIVSA Strategic and Financial Sustainability Plan.
- Exercising leadership, enterprise, integrity, and judgement in directing HIVSA to achieve continuing impact and sustainability for HIVSA’s work.
- Sound judgement, analysis and decision-making skills; and the ability to provide a challenging and supportive role to the HIVSA Executive Team that is developmental in nature.
- Willingness to commit their time to meeting attendance and provide other support to the organisation as needed.
- Outstanding leadership, teamwork, listening and influencing skills.

- Please note that this is a voluntary position and does not carry any remuneration. However, the organisation will compensate board members by way of an emolument.

The CSS programme implements the Preventing HIV/AIDS in Vulnerable Populations (PHVP). The goal of the PHVP programme in Gauteng is to contribute towards HIV epidemic control by enhancing the quality, comprehensiveness and sustainability of care and support services to improve resilience, health and well-being of Orphans and Vulnerable Children, Adolescents and Youth (OVCA&Y) and Adolescent Girls and Young Women (AGYW), in line with the South African Government (SAG)’s strategic goals for health and social development. HIVSA’s implementation model is embedded in capacitating and strengthening Department of Social Development (DSD) funded Community-Based Organisations (CBOs) to utilise a robust case management system and structured evidence-based interventions to provide holistic services to communities, OVCA&Y and AGYW. HIVSA implements the PHVP programme in Johannesburg, Tshwane, and Sedibeng.
MAIN PURPOSE OF THIS POSITION
With guidance and support from the Project Manager and Team Leader, the Social Worker is responsible for the QUALITY implementation of programme activities including ensuring that the expected C/ALHIV proportion is verified and enrolled into the programme. The Social Worker need to ensure the smooth implementation of the three programme modalities at the sub-partner level, namely OVC Comprehensive, OVC Primary Preventive and OVC DREAMS Family Strengthening. This includes programme and organisational (institutional) capacity building aligned to SOPs, Policies, SIMS guidance and other relevant programmatic guidance. The Social Worker needs to actively conduct verification and validation of programme beneficiaries to ensure quality data is reported into CBIMS. The Social Worker must have strong communication, teamwork, networking, and problem-solving skills for the smooth execution of all related programme activities.
KEY PERFORMANCE AREAS
- Validating and verification of C/ALHIV, DREAMS AGYW, PrEP and other OVC population segments – as a requirement at reporting intervals at all stages of the programme. Including weekly file reviews and home visiting verifications, using the standardised guiding documents. Ensure correct use of the case management guides and tools (provide capacity building regularly).
- Ensure timely and accurate programme implementation by managing, developing, setting up and implementing strategies to ensure that sub-partners meet their age and gender-disaggregated targets aligned to the three programme modalities (OVC Comprehensive, OVC Preventive and OVC DREAMS Family Strengthening) and comply and support AP3 objectives to find at least 35% C/ALHIV and ensuring effective treatment literacy to improve viral suppression as well as ensuring 100% AGYW and their primary caregivers enrolled in OVC DREAMS Family Strengthening attend and complete Let’s Talk sessions within 10-12 weeks of enrolment.
- Provide continuous/weekly sub-partner capacity building, mentorship, and support to increase skills to ensure the provision of high-quality case management that bolsters the community-facility continuum of care, employs a family-centred approach, improves holistic beneficiary management, and ensures equitable access to health and social services.
- Provide documented supportive supervision reports, mentorship plans and reports, on a weekly basis.
- Provision of Supportive Supervision and capacity building to facilitators at the sub-partner level by conducting weekly programme session observations (Vhutshilo 1, 2, 3, and Kidz Alive) to improve quality service delivery and ensure development feedback is provided to facilitators through individual sessions, including regular group supervision (debriefing included) to improve and address gaps observed in allocated areas. Encourage peer-to-peer learning/ cross-organisational observation/learning of all cadres within your allocated sub-partners (CBOs).
- Active maintenance of relationships with external stakeholders including South African Government Departments (Department of Social Development, Department of Education and Department of Health at National, Provincial and District Level), USAID/PEPFAR, USAID Implementing Partners (such as FHI360, CCI, PACT, EDC and NACOSA) and USAID Treatment Partners (such as Anova and WRHI) by networking, preparing, and reporting monthly/quarterly on progress and challenges. This includes timeous preparation and active participation in all platforms/meetings and linkages between sub-partner and stakeholders to improve bi-directional referrals.
- Ensure sub-partners comply with the Site Improvement Monitoring Systems (SIMS) daily, this includes ensuring that Quality Improvement (QI) and Routine Data Quality Assessments (RDQA) activities are done at your site on a regular basis with recorded evidence.
- Effective and efficient use of HIVSAs resources through sub-partner compliance management ensuring that the expenditure allocated for your responsible activities is monitored/tracked i.e.., session/refreshment/voucher/food packs, and ensuring sub-partners have sufficient resources timeously to implement the programme.
- Ensure internal interpersonal relationships are aligned with HIVSA values.
- Compliance with HIVSA policies, procedures, and SOPs with special mention of remote working processes and systems designed to respond to challenges and threats – this includes sticking to SOPs to the letter, monitoring, supervising, and supporting allocated teams and sub-partners. The Social Worker will also be responsible for driving self and, in some cases, fellow team members, to sites and meetings using the HIVSA fleet.

MAIN PURPOSE OF THIS POSITION
With oversight and direction from the Program Advisor, the Nurse will be responsible for case finding, recruitment and enrolment of expected C/ALHIV quotas for the programme. The nurse will ensure that at least 90% of C/ALHIV in high volume clinics within HIVSA’s catchment area is enrolled into the OVC Comprehensive programme; ensuring capacity building of sub-partners aligned to SIMS for smooth integration of community and clinical service delivery with a focus on improving results towards “95-95-95” inclusive of HIV/AIDS, TB and COVID-19. S/he will strengthen implementation of comprehensive, HIV-inclusive case management with a focus on improving paediatric and adolescent HIV and TB case identification, disclosure, and viral load reporting and suppression; strengthening HIV prevention, linkage to HIV testing services (HTS), care, and treatment; retention among both C/ALHIV and their caregivers. She/he will also ensure successful linkage and retention to Pre-exposure prophylaxis (PrEP) for AGYW participating in the OVC DREAMS Family Strengthening Program. The Nurse is responsible to actively monitor, track, verify and validate all C/ALHIV and PrEP beneficiaries before reporting it into formal platforms such as CBIMS.
Key Performance Areas:
- Effective and efficient use of HIVSAs resources through sub-partner compliance management i.e., monitoring sub-partners targets vs expenditure and ensuring sub-partners has sufficient resources timeously to implement the programme.
- Actively participate and represent HIVSA in networking and collaboration opportunities with DSPs and Health Facilities, to ensure smooth running of linkages for HTS, PrEP, SRHS and VMMC clinical services and make necessary recommendations. Including actively participating in relevant meetings/forums by timeously preparing meeting documents and presentations.
- Timely and accurate programme implementation by providing training, capacity building and coordinating implementation strategies for the OVC Comprehensive Programme to ensure that sub-partners comply with enrolling and servicing at least 90% of C/ALHIV in clinics in our coverage area (determine current coverage).
- Provide sub-partners with standardized in-service training and supportive supervision to ensure the provision of high-quality case management that improves holistic patient management and ensures equitable access to health and social services.
- Spearhead the engagements of clinicians treating children and primary caregivers through case conferencing to identify and address any treatment challenges or barriers, for those cases that are at high risk for defaulting on treatment.
- Ensure quality service delivery by conducting PrEP demand creation, PrEP linkages to other IPs and ensuring successful PrEP initiations for AGYW participating in the OVC DREAMS Family Strengthening Modality.
- Validating and verification of C/ALHIV and PrEP beneficiaries – as a requirement at reporting intervals at all stages of the programme. Including weekly file reviews and home visiting verifications, using the standardised guiding documents.
- Implementation of electronic case management processes and ensuring the use of virtual/digital platforms by sub-partners in programme delivery. This includes beneficiary casework, supervision, case meetings/conferencing.
- Related to the above, compliance with HIVSA policies, procedures, and SOPS with special mention of remote working and COVID-19 processes and systems designed to respond to challenges and threats posed by COVID-19 – this includes sticking to SOPs to the letter, monitoring, supervising, and supporting sub-partners, and mainstreaming COVID-19 messaging and practices in programme activities.

With oversight and direction from the Human Resource Manager, the HR Administrators will be mainly responsible for
- Onboarding - Assisting in compiling employee starter packs and assisting employees with completion of documents.
- Maintenance of up-to-date employee records
- Establishing and maintaining proper HR filing systems
- Ensuring that timesheets are completed correctly, collated, and submitted to HR Manager for payroll.
- Verification of biometric data, ensuring that they correspond with timesheets and manual attendance register.
- Conduct on site verification at regular intervals.
- Capturing and updating employee information on the HR database
- Assisting with implementing and communicating company policies and procedures.
Key Performance Areas:
1. Personnel Files
1.1 New Employee files to be created and to ensure that they are kept up to date with required documentation.
1.2 To ensure the proper safeguarded of personnel records against damage, loss and unauthorised access.
1.3 To ensure that any changes to employment (Appointment, Amendment, and Termination) is done correctly and communicated to all key stakeholders in a timely manner.

The individual must be able to work independently, be reliable, and trustworthy, pay attention to detail and to communicate timeously to ensure smooth programme implementation. The Team Lead is responsible for providing supervisory, developmental, and administrative input, and support to the Social Workers to achieve programme targets and outputs. THE PHVP PROGRAMME
The CSS programme implements the Preventing HIV/AIDS in Vulnerable Populations (PHVP). The goal of the PHVP programme in Gauteng is to contribute towards HIV epidemic control by enhancing the quality, comprehensiveness, and sustainability of care and support services to improve resilience, health, and well-being of Orphans and Vulnerable Children, Adolescents and Youth (OVCA&Y) and Adolescent Girls and Young Women (AGYW), in line with the South African Government (SAG)’s strategic goals for health and social development. Main Purpose of the Position
With guidance from the M&E Coordinator and M&E Project Manager, the M&E officer will be responsible for the implementation of MERL and verification activities at the site level. The M&E officer will be expected to implement and track the programme performance using the M&E tools and provide mentorship and support to site M&E Champions to ensure sites report accurately, timeously, and reliably the achievements against targets. The M&E officer is responsible to conduct weekly data quality assurance (DQAs) together with the M&E Coordinator or M&E Project Manager and quarterly routine data quality assurance (RDQAs); to ensure quality improvement (QI) is implemented at site level and HIVSA level and to report achievements and challenges timeously weekly, monthly and quarterly as per developed structure. The role involves close collaboration with the CSS Program teams, Partners, and other key stakeholders.
Key Performance Areas:
- Provide M&E training and mentorship to site/CBO staff, in particular CBO M&E Champions, to ensure effective implementation of M&E activities.
- Capacitate the PHVP Programme team, both at HIVSA and site levels, on the effective administration and utilisation of CBIMS
- Track programme performance at site level using standardised M&E tools and ensure targets are met timeously; these targets should be aligned to allocated gender and age disaggregation in the Comprehensive, Preventive, and DREAMS streams of the Programme, and taking into account the inclusion of 25% C/ALHIV in the Comprehensive Stream
- Compile and submit weekly site performance reports and Dashboards to PHVP staff, both at HIVSA and site levels
- Play an active role, alongside the programme team, in the development and implementation of strategies, procedures, and protocols that ensure that site-level targets are tracked, monitored, and reported on timeously.
- Conduct weekly data validation checks for allocated sites/CBOs to ensure data accuracy and completeness.
- Conduct, in collaboration with the programme team, monthly routine data quality assessments (RDQAs) and quarterly data quality assessments (DQAs)
- Related to the above, conduct routine beneficiary verification at each allocated site/CBO; this involves verifying every beneficiary at enrolment prior to data entry into CBIMS and thereafter conducting quarterly beneficiary verification activities targeting all beneficiaries participating in the Programme.
- Actively participate in the monthly Quality Improvement (QI) meetings conducted in allocated sites/CBOs, as well as the implementation of Site Improvement Monitoring Systems (SIMS)
- Assist in the establishment and maintenance of effective and efficient records management system at allocated sites/CBOs, including filing and archiving of programme data.
- Identify areas, processes and/or tools that require review (and adjustments) and make necessary recommendations for improvement to the M&E Coordinator

HIVSA is looking for a dynamic, passionate, and energised Digital Business Developer to support the commercialisation of its online platform Choma (www.choma.co.za). HIVSA launched Choma online platform in 2013 in response to an identified need and urgency around reducing HIV prevalence amongst Adolescent Girls and Young Women (AGYW). The magazine, which posts content around five content pillars namely, Love and Relationships, Sex and Pregnancy, Health, Fashion and Beauty and Inspiration has been hugely successful with a solid base of returning and new users, which currently stands at a cumulative 4 million since inception. The magazine has always been operational through donor funding. HIVSA has a vision to grow the platform both in terms of its content, relevance, and geographical coverage.
Given the current and potential access the platform has to female users, a strategy for the commercialisation of Choma that aims to access corporate sponsorships to generate revenue for Choma has been developed. This for-profit strategy will be housed under Community Development Solutions SA (CDSSA), HIVSA’s for-profit entity.
Scope of work
CDSSA seeks to contract the services of a digital business developer for the following outputs:
- Devise an implementation strategy to activate CDSSA through the operationalisation of the Choma online platform.
- Support the development, marketing, and analysis of a nationwide survey for girls and women.
- Utilise the data from the survey to identify products and services to be offered on the platform.
- Create a value proposition for corporate sponsorships and/or advertising aligned to the products and services above.

MAIN PURPOSE OF THIS POSITION
HIVSA has received PEPFAR ARPA funding to implement specific COVID-19 activities within the PHVP programme. The American Rescue Plan Act of 2021 (ARPA) funding aims to provide multiple forms of pandemic-related relief to communities who have been affected by COVID-19. The Registered Counsellor who will be appointed will be responsible for supporting and guiding Community Care Workers (CCWs) and households to understand their problems (related to COVID-19, HIV/AIDS, or TB) and work towards setting goals and solutions for these problems. Utilising an evidence-based curriculum, the counsellor will assist the CCWs and households to manage their lives better, to instil confidence and give them the emotional tools to cope.
Key Performance Areas:
It is expected that the registered counsellor will render support services as follows:
- Utilising the Abangane Grief and Support curriculum as reference, the registered counsellor will provide capacity building related to psychosocial, emotional, and mental health and well-being to CCWs.
- Facilitating group debriefing sessions with CCWs.
- Depended on identified needs, rendering individualised counselling and support to CCWs and households.
- Mentoring and supporting CCWs to run debriefing groups and/or individualised sessions with households.
- Critical incident support services (this entails working with CCWs on resolving “challenging” household cases).
- Information dissemination and awareness raising - providing accurate information on COVID-19 vaccines, mental health, HIV, TB, and gender-based violence.
- Utilising virtual and/or digital platforms to address CCWs and households’ stressors and routinely sharing support information.

MAIN PURPOSE OF THIS POSITION
With oversight and direction from the Program Advisor, the Nurse will be responsible for case finding, recruitment, and enrolment of expected C/ALHIV quotas for the programme. The nurse will ensure that at least 90% of C/ALHIV in high-volume clinics within HIVSA’s catchment area is enrolled into the OVC Comprehensive programme; ensuring capacity building of sub-partners aligned to SIMS for smooth integration of community and clinical service delivery with a focus on improving results towards “95-95-95” inclusive of HIV/AIDS, TB, and COVID-19. S/he will strengthen the implementation of comprehensive, HIV-inclusive case management with a focus on improving paediatric and adolescent HIV and TB case identification, disclosure, and viral load reporting and suppression; strengthening HIV prevention, linkage to HIV testing services (HTS), care, and treatment; retention among both C/ALHIV and their caregivers. She/he will also ensure successful linkage and retention to Pre-exposure prophylaxis (PrEP) for AGYW participating in the OVC DREAMS Family Strengthening Program. The Nurse is responsible for actively monitoring, tracking, verifying, and validating all C/ALHIV and PrEP beneficiaries before reporting it to formal platforms such as CBIMS.
Key Performance Areas:
- Effective and efficient use of HIVSAs resources through sub-partner compliance management i.e., monitoring sub-partners' targets vs expenditure and ensuring sub-partners has sufficient resources timeously to implement the programme.
- Actively participate and represent HIVSA in networking and collaboration opportunities with DSPs and Health Facilities, to ensure the smooth running of linkages for HTS, PrEP, SRHS, and VMMC clinical services and make necessary recommendations. Including actively participating in relevant meetings/forums by timeously preparing meeting documents and presentations.
- Timely and accurate programme implementation by providing training, capacity building, and coordinating implementation strategies for the OVC Comprehensive Programme to ensure that sub-partners comply with enrolling and servicing at least 90% of C/ALHIV in clinics in our coverage area (determine current coverage).
- Provide sub-partners with standardized in-service training and supportive supervision to ensure the provision of high-quality case management that improves holistic patient management and ensures equitable access to health and social services.
- Spearhead the engagements of clinicians treating children and primary caregivers through case conferencing to identify and address any treatment challenges or barriers, for those cases that are at high risk for defaulting on treatment.
- Ensure quality service delivery by conducting PrEP demand creation, PrEP linkages to other IPs and ensuring successful PrEP initiations for AGYW participating in the OVC DREAMS Family Strengthening Modality.
- Validating and verification of C/ALHIV and PrEP beneficiaries – as a requirement at reporting intervals at all stages of the programme. Including weekly file reviews and home visiting verifications, using the standardised guiding documents.
- Implementation of electronic case management processes and ensuring the use of virtual/digital platforms by sub-partners in programme delivery. This includes beneficiary casework, supervision, and case meetings/conferencing.
- Related to the above, compliance with HIVSA policies, procedures, and SOPS with special mention of remote working and COVID-19 processes and systems designed to respond to challenges and threats posed by COVID-19 – this includes sticking to SOPs to the letter, monitoring, supervising, and supporting sub-partners, and mainstreaming COVID-19 messaging and practices in programme activities.
