Chief of Party (COP): Children, Adolescents, and Families in the HIV Epidemic program funded by PEPFAR USAID : Northwest Province


HIVSA is a not-for-profit company established in 2002 and is a strategic partner of the Provincial Departments of Health and Social Development. We innovatively transform and empower individuals, community workers and organisations by developing their capacities to effectively respond to the socio-economic and health challenges that burden communities.

Main Purpose of the Role.

The overall purpose of the Chief of Party role is to provide oversight and offer leadership, guidance, and stewardship to further the programme’s mission and achieve its’ key deliverables in assisting communities and addressing social and humanitarian challenges, with a particular emphasis on preventing HIV and AIDS amongst children, adolescents and families in the North- West Province.

Programmatic requirements.

The Chief of Party will be responsible for leading a high- quality, results- oriented activity to achieve the objectives and expected results of the PHVP programme. S/he will provide overall strategic and managerial leadership of the activity in collaboration with all major stakeholders. S/he will bring a strong perspective, vision, and strategy on achieving the goal and objectives of the PHVP programme.

The COPs responsibilities include the overall planning, technical leadership and coordination of all activities including the work of any sub- partners. S/he will oversee staff and sub- partners to ensure quality of activities and products developed under the project.

The COP must have regular communication with the Agreement Officer Representative (AOR) at USAID. The COP serves as the principal liaison to USAID, SAG counterparts, and other relevant implementing partners and stakeholders.

Minimum Requirements:


Minimum of a Bachelor’s degree in Public Health, Health Administration, Management, Social Work of Business Administration, with a specific focus on public health, social services or a related field.


  • Minimum of 5 years’ experience as a Chief of Party, or a similar role of a large program or activity funded by PEPFAR.
  • Demonstrated experience in leading public health projects, including orphan and vulnerable children projects.
  • Demonstrated experience in managing local and internationally funded donor projects.
  • Demonstrated experience in managing large budgets exceeding $5 million per annum.
  • Demonstrated experience in managing large teams
  • Demonstrated ability to develop and manage relationships with a wide range of stakeholders including NGO partners and national and local government institutions at all levels.
  • Understanding and knowledge of the South African healthcare delivery system.
  • Demonstrated working knowledge of PEPFAR Technical Guidance for OVC and Prevention.
  • Demonstrated working knowledge of South Africa’s health and social service information systems and monitoring and evaluation processes.
  • Demonstrated knowledge of the US government financial and procurement rules and regulations.

Additional organisational requirements:

  • The COP is required to support the development of the organisation’s overall strategy, design and implementation.
  • The COP is further required to contribute and participate in fundraising and resource mobilization initiatives including proposal development.
