Who is HIVSA?

HIVSA is a not-for-profit company established in 2002 and is a strategic partner of the Gauteng Provincial Departments of Health and Social Development. We innovatively transform and empower individuals, community workers and organisations by developing their capacities to effectively respond to the socioeconomic and health challenges that burden communities.

Main Purpose of this Position:

HIVSA seeks a Community Systems Strengthening (CSS) Monitoring and Evaluation Project Manager to manage data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to USAID and other funders. Under his/her guidance, the program will utilize monitoring data to maximize program impact. The CSS Monitoring and Evaluation Project Manager will be reporting to the Strategic Information Manager.


Key Performance Areas:

  • Together with the Strategic information Manager, develop, implement and manage a robust M&E system and tools. This includes but is not limited to M&E framework development, data management and collection mechanisms, data quality assurance, reporting and analytical tools to ensure program interventions are effective
  • Ensure that high-quality data is available for decision making by program and management staff.
  • Maintain a knowledge management system for the program, across all program components and recommend changes to improve M&E systems and determine requirements related to such changes
  • Conduct regular M&E visits to implementing partners to provide M&E related orientation, training, and mentorship.
  • Strengthen Data Quality Assurance activities, this includes consolidation and validation of data collected and assist project managers to analyse and interpret the data to ensure achievement against relevant aggregated targets.
  • Develop and submit weekly/monthly/quarterly/annual donor and other stakeholder reports as required.
  • Directly supervise and performance manage a team of M&E Coordinators ensuring all M&E requirements are met.
  • Design, project, manage and provide technical input for internal evaluations and other operational research studies
  • With the support with the Strategic Information Manager, liaise with USAID and other donors regarding M&E requirements and attend meetings
  • Meet all USAID and other donor M&E requirements, ensuring guidelines are followed and systems are implemented that enable the M&E requirements to be met.



Qualifications; Skills and Experience:

  • Post Graduate degree or equivalent in the Public Health or related Social Sciences sector (Monitoring and Evaluation qualification preferred)
  • Minimum of 7 years’ experience in monitoring and evaluation including the design and management of M&E systems, indicators, and targets for programmes in the health and social development sectors, HIV/AIDS or OVC programme experience preferred
  • At least 5 years’ experience in unit and staff management
  • Experience with bilateral and multilateral donor M&E requirements including experience in maintaining donor relationships and communicating with donors, USAID experience preferred
  • Demonstrated understanding of data management systems
  • Experience managing, consolidating, analysing and reporting across large datasets
  • Demonstrated capacity to lead workshops, trainings, and strategic planning sessions.
  • Strong technical skills – the incumbent should be a fast learner who can quickly grasp technical M&E requirements and clearly communicate these to the team, ensuring they are correctly implemented
  • In-depth knowledge on the use of electronic data software such as DATIM and other relevant Data Management programmes
  • Experience with using CBIMS database
  • Leadership skills and the ability to manage and coordinate a team of staff, including direct line management of staff. This position requires strong planning, time management and project management skills
  •  Analytical thinker who can interpret quantitative and qualitative data to share relevant insights for programming and grant performance within the OVC sector
  • Advanced level computer skills with work experience in using data management systems and MS Office, in particular MS Excel and database software. This position requires sound data management skills across multiple platforms
  • Experience in working and communicating across all levels, including effective interpersonal communication skills
  • Ability to work independently, effectively, and efficiently in a fast-paced, high stress environment
  • Results-oriented, professional, accountable, and proactive. Must be able to work with little supervision and take ownership
  • Proficiency in English and excellent report writing skills
  • Attention to detail and ability to deliver to a deadline
  • Proven ability to work as a team member with multidisciplinary teams
  • Valid drivers’ license
  • Proof of partial or complete Covid-19 Vaccination

Remuneration will be competitive, based on skills and experience.
