Finance & Operations Manager:Northwest

MAIN PURPOSE OF THE ROLE

The Finance & Operations Manager is responsible for operational oversight and management of HIVSA- North West’s Financial Accounting System. The incumbent will need to provide leadership and guidance to the financial management and operations department and ensuring that financial resources allocated for programme implementation are recorded, tracked, and accounted for and used in the fulfilment of the core mission of the organisation.

MINIMUM REQUIREMENTS:
Education:

A bachelor's degree in finance, accounting, business administration, or a related field

Experience:

At least 5 years of relevant experience in financial management, accounting, or operations management, preferably in the nonprofit sector or with USAID-funded projects.

Demonstrated experience in budgeting, financial reporting, grant management, and compliance with donor regulations.
Experience in managing operations including procurement and logistics.

Knowledge and Skills:

  • Strong understanding of nonprofit financial management principles and practices.
  • Proficiency in financial software and Microsoft Excel for budgeting, forecasting, and financial analysis.
  • Familiarity with USAID rules and regulations regarding financial management, grants, and procurement.
  • Excellent organizational and problem-solving skills.
  • Strong communication skills, both written and verbal.
  • Ability to work effectively in a multicultural and multidisciplinary team.
  • Attention to detail and ability to maintain accuracy in financial records and reporting.
  • Leadership skills with the ability to supervise and mentor staff.
  • Experience with USAID Compliance: Specific experience with USAID compliance requirements, including financial audits, procurement regulations, and reporting standards, is highly desirable.

Competencies:

  • Cross-cultural Competence: Given the scope of USAID projects, experience working in cross-cultural environments or with diverse stakeholders is beneficial.
  • Problem-Solving Abilities: The ability to identify and address financial and operational challenges proactively is crucial for success in this role.
  • Adaptability and Flexibility: HIVSA often face unpredictable situations and changing regulations. The Finance & Operations Manager must be adaptable and flexible in responding to such challenges.

Key Performance Areas:

  • Financial:
    • Establish and maintain a Finance and Operations Internal Control Environment
    • Establish systems of budgetary control and reporting
    • Strategic financial forecasting and resource mobilisation
    • Ensure compliance to statutory requirements.
  • Impact- Clients / Markets:
    • Ensure compliance to donor contract, rules and regulations.
    • Programme’s Finance & Ops management meeting e participation and oversight of daily operations
    • HIVSA Staff training and guidance on finance and operational policies and procedures
    • Governance: Ensuring statutory compliance in relation to returns and submissions
  • Products and Services:
    • Payroll: Aggregation, review, updating and processing of monthly payroll including the safeguarding of payroll information and records
    • SARS: Preparation, review and submission of monthly, bi- annual and annual SARS submissions
  • Processes:
    • Support financial reporting processes to the HIVSA Board
    • Managing programme related fund audit processes.
  • People:
    • Management of Finance and Operations Staff
